THE PRESIDENCY AND NATIONAL ASSEMBLY URGENT ATTENTION

As a strong members of  Association Of Nigeria Women In Procurement (ANWIP) now in Florida, with heavy heart of pleading for right thing to be done in Nigeria like others advance country in the world, l am writing to the Authority in Nigeria regarding the concerning issues surrounding the Bureau of Public Procurement (BPP) and its handling of procurement certification in Nigeria which should be considered encroachment of  Professional Bodies Cure duties. The BPP's actions in issuing illegitimate certified procurement certificates to officers in procurement departments across the country's MDAs (Ministries, Departments, and Agencies) are in direct contravention of the roles and responsibilities of the Chartered Institute of Procurement and Supply Management of Nigeria (CIPSMN) and government should be able to tell them is wrong and not only that, but stopped them immediately, including those helping them securing a masterminded circulars from HOSF and SGF they are using as a reference in deceiving the MDAs Permanent Secretaries and Directors of Training And Establishment across MDAs in Nigeria. It is an high time Nigeria should continue to emulate good things going on in advance countries, we should learnt how to face off those who create policies for the purposed of personal pockets in Nigeria and punished them, which is better than giving them Public hearing chances of covering up their crimes and making their illegality existing part in Nigeria Gazette, this is very wrong.


You can't approached any university abroad or looking for job and present BPP certificate, it is not possible, which global body did BPP belongs like ICAN, CIPSMN, ANAN, COREN, CIBN, NIQS who we can easily trace their sources/ origine and their certificate are tenable and accepting globally to further Education in addition with others, when l was in Poland, the first job l secured in Warsaw was with Cipsmn certificate plus B.sc from ABU Zaria but l got rated better because of my Professional Certificate, and in Florida CIPSMN certificate added value to my job therefore, and negative act on Cipsmn certificate in Nigeria shall affected many Nigeria across the globe and that is the reason Nigeria government should not only stopped BPP from this bad acts, but they should pick up those behind acts and suspended first to avoid their influence on investigation, then direct ICPC or EFCC to carry out investigation on THEM since the date they started, focus on either BPP are income generations Bureau or Not, Which Purse (Bank Account) are participants paying into, who are beneficiaries of the incomes etc, without this! another ministry or agent of government would soon come up with similar problems and use BPP as reference, now BPP has no reference to point at except their masterminded circulars they bought with money , l believed.


Therefore, it is deeply troubling Nigerians that the BPP undue influence on MDAs , are resulting in substandard works and services being carried out under the guise of their 20-day training certificates holders. Procurement is a professional discipline, much like COREN, ICAN, and ANAN, and it is unacceptable for the BPP to claim that their training certificates are not for professionals, as evident in their recent letter calling for nominations into their proposed Training coming up between Saturday, 6th October to Saturday, October 26th 2024 at Festival Hotel, Diamond Estate, Janet Fajemighesi Street , off Festac link Bridge, Amuwo Odofin Estate Lagos , Lagos State. The BPP's actions are not only undermining the CIPSMN's mandate forp enrollment, training, and certification of procurement professionals, but they are also jeopardizing the quality of procurement practices and the value for taxpayers' money. It is crucial that the Presidency and the National Assembly intervene and caution the BPP to refrain from overstepping its bounds.


The BPP is an agency of the federal government, tasked with overseeing procurement standards and ensuring value for taxpayers' money. It should be working in collaboration with the CIPSMN, the institute with the legitimate mandate for the certification of procurement professionals. The BPP's insistence on issuing its own certificates, which it claims are not for professionals, is a clear usurpation of the CIPSMN's rightful role.


I strongly urge the Presidency and the National Assembly to take immediate action to address this issue. The government should conduct a thorough appraisal of the individuals behind the substandard works and services that have been carried out under the BPP's illegitimate certification process. This will help to expose the extent of the problem and the need for a comprehensive solution.


Furthermore, it is imperative that the Presidency and the National Assembly take measures to protect the integrity of the procurement profession in Nigeria before this crisis get to world Bank for intervention too. They should ensure that the CIPSMN is empowered to fulfill its mandate and that the BPP is restricted from interfering in the certification of procurement professionals.


Till date , most of the Tertiary Institution in Nigeria where Procurement And Supply Management are been taking as a course are not using BPP Certificate but CIPSMN Certificate, in US they uses either CIPS London or CIPS UK, why would Nigeria be different? We may have no options that to report BPP to WORLD BANK, if they insists on this Professional roles encroachment.


I hope that this letter will serve as a good wake-up call for the Presidency and the National Assembly to take the necessary steps to address this critical issue. The future of procurement in Nigeria depends on their decisive action to safeguard the profession and ensure that only qualified and certified professionals are entrusted with the management of public resources.
